The 2025 Annual Scientific Conference & 92nd General Membership Assembly, held on March 13, 2025, at the Reception Hall of the Philippine International Convention Center (PICC) in Pasay City, Metro Manila, brought together a diverse group of scientists, policymakers, industry leaders, and research enthusiasts. Themed “Science, Technology, Social Innovation, and Human Capital in Global Challenges,” the event aimed to foster collaboration and address pressing issues through scientific innovation, policy integration, and technological advancement.
The conference commenced with a processional, featuring the DOST Secretary, NRCP Governing Board, Executive Director, and Division Chiefs, alongside the 2024 NRCP Achievement Awardees and Member Emeriti. This was followed by the invocation, performed by the PUP Harana String Company, and the entrance of colors by the PUP Cadets, setting a formal and reverent tone. The National Anthem, performed by PUP Bagong Himig Serenata, marked the official opening.
In her opening message, Dr. Aimee Lynn Barrion-Dupo, NRCP President, emphasized the critical role of scientific collaboration in addressing both local and global challenges. She highlighted the need for interdisciplinary approaches and innovative solutions to tackle complex issues such as climate change, public health, and technological advancement. Dr. Renato U. Solidum, Jr., Secretary of the Department of Science and Technology, followed with remarks underscoring the government's commitment to supporting scientific research and development initiatives.
A highlight of the event was the keynote address delivered by Hon. Juan Edgardo “Sonny” M. Angara, Secretary of the Department of Education, who spoke on the challenges and opportunities in the Philippine education system vis-à-vis human capital development. He emphasized the importance of equipping students with skills in science, technology, engineering, and mathematics (STEM) to strengthen the country’s global competitiveness.
The assembly also featured a panel discussion, moderated by Dr. Ramon Christian P. Eusebio, Chair of the Division of Engineering and Industrial Research. The panel included distinguished experts: Dr. Shirley C. Agrupis (Commissioner, Commission on Higher Education) representing the education sector, Dr. Leah J. Buendia (DOST Undersecretary for Research and Development) for R&D, Dr. Arsenio M. Balisacan (Secretary, National Economic and Development Authority) for public policy, and Mr. Perry Ferrer (Executive Vice President, Philippine Chamber of Commerce and Industry) for industry. The discussion centered on strategies for integrating science, technology, and policy to promote sustainable development, with each panelist providing sector-specific insights.
A key moment of the conference was the oath-taking ceremony, where 149 new Associate and Regular Members formally pledged their commitment to advancing scientific research and innovation. The ceremony was officiated by Dr. Aimee Lynn Barrion-Dupo, symbolizing the continued expansion and strengthening of the NRCP’s scientific community. This was followed by the oath-taking of newly elected Governing Board members, led by Dr. Leah J. Buendia, DOST Undersecretary for Research and Development, further reinforcing the organization’s leadership.
The event also celebrated research excellence through the presentation of scientific poster competition winners, led by Dr. Emily S. Antonio, Chair of the Poster Competition Board of Judges. The competition showcased cutting-edge scientific studies and innovative solutions to contemporary challenges, reflecting the participants' dedication to advancing knowledge.
In the afternoon, the NRCP Research Journal milestones were presented by Dr. Jose Isagani B. Janairo, Editor-in-Chief and member of the Division of Chemical Sciences. He highlighted the journal’s significant contributions to scientific dissemination and its role in promoting high-quality, peer-reviewed research.
The conference concluded with the awards and recognition ceremony, honoring the 2024 NRCP Achievement Awardees, Member Emeriti, and Service Awardees. The ceremony featured cultural performances by PUP Bagong Himig Serenata, Harana String Company, and Maharlika Dance Artists, adding a festive touch to the celebration of scientific excellence.
In his closing message, Dr. Bernardo N. Sepeda, NRCP Executive Director, emphasized the importance of collaboration, innovation, and scientific rigor in addressing global challenges. He encouraged members to continue pursuing groundbreaking research and fostering partnerships that drive progress and contribute to societal development. The conference concluded with a socials and networking session, providing attendees with the opportunity to connect, share insights, and explore potential collaborations, ensuring that the spirit of scientific exchange would extend beyond the event.
